The CE marking is mandatory for all products for which a EU Directive exists; it is affixed by the manufacturer of a regulated product which declares that its performance has been evaluated and is kept under control in accordance with the relevant European technical legislation, and that the product can therefore be placed on the Community market and circulated freely. Construction products, defined as products intended to be permanently incorporated in construction works or parts thereof, are governed by Regulation EU No 305/2011 (CPR) which repealed Council Directive 89/106 / EEC (Construction Products Directive – CPD).

Regulation EU No 305/2011

In order to draw up the declaration of performance and affix the CE marking on a construction product, it is generally necessary to carry out the following activities:
– determination of the product type on the basis of type testing, (including sampling), type calculation, tabulated values or descriptive documentation of the product;
– implementation of a factory production control (FPC);
– initial inspection of the manufacturing plant and of the FPC;
– continuous surveillance, assessment and evaluation of the FPC;
– audit-testing of samples taken before placing the product on the market.
These activities may be the responsibility of the manufacturer or of a Notified Body: depending on on how the product affects to people end environment security and health, 5 different systems of assessment and verification of constancy of performance (AVCP) are determined, from 4 to 1+.

The Materials Testing Laboratory is Notified Body 1777, in possession of the following qualifications pursuant to Regulation EU 305/2011:
– Product Certification Body for Structural Bearings (EN 1337-3: 2005, EN 1337-5: 2005, EN 1337-7: 2004), anti-seismic devices (EN 15129: 2009) and for pre-tensioning systems for the prestressing of structures (Post Tensioning Kits for prestressing of Structures) “according to ETAG 013: 2002;
– Certification Body for Factory Production Control for Hot rolled products of structural steels (EN 10025-1: 2004);
– Test Laboratory for Structural Bearings (EN 1337-3: 2005, EN 1337-5: 2005; EN 1337-7: 2004) and anti-seismic devices (EN 15129: 2009).
The issuing of the qualifications is carried out by the Consiglio Superiore dei Lavori Pubblici – Servizio Tecnico Centrale (STC) in agreement with the competent Offices of the Ministero dello Sviluppo Economico e Ministero dell’Interno following an appropriate preliminary audit, including inspections at the headquarters of the Organisms.
